Scientific career: From 1982 to 1997, he held positions as a Financial Officer, Accountant, and Economist in the Azerbaijan Fuel and Energy Complex. From 1997 to 2014, he held various appointed and elected positions in the fields of science and education. Institute of Economics of the National Academy of Sciences of Azerbaijan: Head of the "Structural Changes" Sector; Azerbaijan State University of Economics (UNEC): Head of the "Socio-Economic Research Laboratory". Director of the "Center for Research and Consulting on the Development of Azerbaijani Regions"; Deputy Director of the "Master's Preparation Center". From 2010 to 2018, he served as Editor-in-Chief of the "Azerbaijan Tax Journal". Since 2019, he has been the Head of the "Center for Energy Economics" at the Azerbaijan State University of Economics (UNEC). He is also the Editor-in-Chief of the ENECO (Energy Economics) journal. Since 2019, he has been the Vice-President of the Azerbaijan Branch of the International Academy of Sciences.

Azerbaijan

Public Positions: He served as Chairman of the International Committee on Global Geological Environment Change (GEOCHANGE, Munich, Germany), which unites scientists from over 90 countries. In 2010, under his leadership, the Committee presented a report on global changes in the geological environment to the UN Secretary-General, which was subsequently distributed to all heads of state. Since 2001, he has been President of the Azerbaijan Section of the International Academy of Sciences (Austria); Since 2009, he has been elected President of the World Organization for Scientific Cooperation (Germany). On November 23, 2025, he was elected President of the Asian Academy of Sciences (China).

State awards:

• "National High-Level Talent（B) of China" - "High-End Foreign Expert" (2021) - the highest state status of the People's Republic of China for foreign scientists;
• Recipient of a Personal National Grant from the Torch Program of the Ministry of Industry and Information Technology of the People's Republic of China (2025);
• Winner of the "West Lake Friendship Award" (2025) - the highest government award of Zhejiang Province of the People's Republic of China for foreign scientists;

• The diploma of Laureate of the contest "CIS: Director of the Year 1999" (Council of Federation of the Federal Assembly of the Russian Federation, Interparliamentary Assembly of the CIS);

• Laureate of the Lenin Komsomol Prize of Azerbaijan in Science and Technology (1984) — the highest award for young scientists in Azerbaijan.

China-Azerbaijan

Scientific career: In 1990, he entered the full-time postgraduate department of Kiev State University and defended his PhD thesis in 1993. In 1995, he entered the doctoral program at Kiev State University, and defended his doctoral thesis in 1998. Since 1999, he has worked as a professor at the Academy of Public Administration under the President of the Republic of Azerbaijan. Participated and spoke at more than 100 international and local conferences. Since 2002, he has worked at the Ministry of Economic Development of the Republic of Azerbaijan (Ministry of Economy and Industry). In 2002-2007 he was the head of departments. He is the Chairman of the Public Council under the Ministry of Economy of the Republic of Azerbaijan.

China

Previous career: In 1985–1988, Professor R. Metreveli was Rector of the Alexander Pushkin Tbilisi State Pedagogical Institute. As a parliamentarian, he signed the Act of Restoration of Georgia's Independence (9 April 1991). From 1988 to 2013, he held the position of Academician-Secretary of the Department of Social Sciences of the Academy of Sciences of Georgia. In 1991–2005, he served as Rector of Ivane Javakhishvili Tbilisi State University. From 2013 to June 2023, he was Vice-President of the Academy of Sciences of Georgia.

State awards: Laureate of the Georgian State Prize in Science (1988); Medal of St. George; Order of Honor (2003); Grand Medal of Ekvtime Takaishvili (2003); Highest Award of the Georgian Patriarchate — the Golden Order of St. George (2011); Ilia Chavchavadze Prize (Medal) (2023). He is an Honorary Citizen of Tbilisi (1999), Kutaisi (1996), Borjomi (2000), and Ikalto (1991). Honored Scientist of the Abkhazian Autonomous Republic (1996).

State prizes: For a significant contribution to the implementation of universal and equal suffrage, as well as for ensuring transparent elections in the Kyrgyz Republic, awarded the Certificate of Honor of the Jogorku Kenesh (Parliament) of the Kyrgyz Republic; For the development of the electoral system of the Kyrgyz Republic and for the contribution of innovative technologies in organizing elections to the Jogorku Kenesh (Parliament) and local councils of the Kyrgyz Republic, awarded the Certificate of Honor of the Central Commission for Elections and Referenda of the Kyrgyz Republic.

Key Scientific Achievements: Fundamental research in the theory of operator algebras, noncommutative integration and their applications in quantum probability theory. One of the founding scholars of a new scientific direction in the theory of non-associative algebras – the structural theory of Leibniz algebras. These scientific breakthroughs, which find application across diverse fields of human endeavor, open new possibilities in computer science, physics, chemistry, mechanics, and statistics, while providing deeper insights into the mechanisms of numerous natural processes and patterns.
