Full Professor, Doctor of Economic Sciences, Academician of the International Academy of Sciences (Austria) and Russian Academy of  Natural  Sciences.  State  awards: awarded  the Order of Glory by the decree of the President of Azerbaijan in 2020. 

Scientific career: In 1990, he entered the full-time postgraduate department of Kiev State University and defended his PhD thesis in 1993. In 1995, he entered the doctoral program at Kiev State University, and defended his doctoral thesis in 1998. Since 1999, he has worked as a professor at the Academy of Public Administration under the President of the Republic of Azerbaijan. Participated and spoke at more than 100 international and local conferences. Since 2002, he has worked at the Ministry of Economic Development of the Republic of Azerbaijan (Ministry of Economy and Industry). In 2002-2007 he was the head of departments. He is the Chairman of the Public Council under the Ministry of Economy of the Republic of Azerbaijan.
